I was missing the Fort one which is just outside of Esparanza just a little west on the map. I got all the way through the game going for completion of each area before moving on and this still didn't pop up until I stumbled across it by accident.

The outfit actually is in the blackmarket, how do you get it? Basically, the Black Market goes through a reset every 7 days (tuesday's) which brings some outfits and gears in that you can only get there, including this FND one. To my research the outfit should come this tueday again (3rd may) but I cant tell to 100%, we have to wait and see. jqZkfP.
